促请更透明化国大录取条件与程序 [Urge to increase transparency of requirement and procedures of enrollment in UKM]

日前，马青披露国大华裔新生入学率只占新生总数，大约3100人里的290人左右，或9%，并要求国大校方给予交代。近年来，华裔生在国大校园内的百分比不断下降是不争的事实。华裔生减少更是让许多华团或活动停滞不前，甚至难产。华团/活动不仅是要团结国大华裔生，更是要倡导中华文化，和其他友族同胞分享，并达致全民团结的意愿。一些组织和活动多年来在发扬中华文化和促进各族联系上也取得了不俗的成就。

学生之间的各族百分比严重不对称已使校内一些华团/活动被迫中止，其余华团都在严重缺人的情况下挣扎求存。倘若这种情况持续下去，校内所有华团都会面临关闭的惨况。国民大学，顾名思义，是一所全民的大学。校方其中一个最重要的目标应该是要达致全民团结。只有透过各族相处及交流，并互相了解，接受和尊重彼此的文化差异，才有望促进各族间的联系与谅解。全民团结需要的是每一个人，每一个民族。如果国大的各族比例严重失衡，那又如何达成目标？

国大华裔新生的比率严重下滑，不禁让大家生疑，究竟是招生中出现了问题，还是其他原因所导致？有鉴于此，国大华裔学生理事会促请校方与高教部更加透明化录取新生的条件和程序，并公开成功被录取的学生名单和成绩，让各界人士更加了解国大华裔新生持续减少的缘由，并共同寻求此事件的解决方案。这样才能给与全体国大生甚至华社一个合理的交代，证明没有任何偏差或问题发生，使整个高教招生制度达到我国政府以绩效为先和注重人才的目标。

The MCA Youth has revealed UKM Malaysian-Chinese new intake is just around 290 people or 9% out of 3100 intake. Over the past recent years, percentage of Malaysian-Chinese students in UKM has been decreasing which has affected a lot of TiongHwa Clubs and activities that aim not only to unite UKM students, but emphasize more on promoting TiongHwa cultures and sharing with friends, regardless races and religions in order to attain objective of uniting everyone in the country. These TiongHwa Clubs and activities have been doing well on it.

Ethnicity imbalance among the students has caused some TiongHwa Clubs and activities have no choice but to be discontinued sine die while the rest are struggling for survival under the circumstances of seriously lacking of members. Should such condition persists, all TiongHwa Clubs in UKM will confront the worst situation that is to be terminated permanently. The National University of Malaysia is a university for every Malaysian. One of the essential targets of UKM ought to be achieving unity among Malaysians. Only by getting along with everyone besides understanding, accepting and respecting cultural diversity, unity among our citizen could be attained. Every single person, every ethnic is needed in reaching the real unity. How could this objective be possible if ethnicity ration in UKM is seriously imbalance?

Significant declining of Malaysian-Chinese new intake in UKM has led to the curiosity and concerns of the public. The Chinese Community Council (CCC) UKM urges the University and Ministry of Higher Education (MOHE) to increase transparency of requirement and procedures of enrollment and make admission list public, together with their results, so that the public would be better aware of reasons why Malaysian-Chinese new intakes are reducing and seek solutions together. It can also prove to everyone that there is no deviation during process of student intake that targets on result-based and talents appreciated.

国家财务管理需重大改革 [High attention to country financial management]

《2011年总稽查司报告》于十月十五日公布，总稽查司丹斯里安比林指政府部门和机构在2011年的财务管理表现有显著的进步，反映了责任指数（IA）激励了公务员积极采取行动，以改善财务的管理。总稽查署对所有的政府部门和机构进行了评估，其中111个部门和机构（31.4%）被评为“非常好＂（四星级），相比往年有所进步。这数据反映出了什么现象？我国的财务管理真的进步了吗？涉及的舞弊和贪污案件减少了吗？

虽然政府部门和机构在2011年的财务管理表现有显著的进步，但是，各种匪夷所思的弊端仍层出不穷。政府部门在金钱管理上还是有缺陷，而且一些过去存在的问题还是一直发生，例如管理政府建筑物、用具的使用，以及合约等方面。为何同样的问题依旧发生呢？政府似乎没有采取任何实际行动来对症下药，许多政府官员都不把总稽查司报告当作一回事！久而久之，大多数所谓证据确鉴的案件都不了了之，而且老毛病依旧重 蹈覆辙。我们要的是透明化、有规划及系统化的管理方式。政府需要彻底的改革，将那些不顾民怨且继续挥霍国家资源的官员绳之于法，给人民一个合理的交代！

2011年槟州财政盈余创下有史以来的最高纪录，即1亿3831万令吉，比2010年高出312.4%。联邦政府和其他州政府应该向槟州政府取经，致力于减低债务，并以更透明和有效率的方式来管理财务，进一步杜绝贪污和资源浪费的案件。其中，槟州政府采用了公开招标的系统，有别于闭门式的谈判，这使政府能以较低的费用来换取更有素质的服务和物品。政府领导人公开个人资产，让人民监督他们的表现，也避免滥用职权来捞取利益的事件发生。

从《2011年总稽查司报告》 中，我们看到了许多破绽及管理上的疏忽，然而总稽查司报告所揭露的问题没有得到解决方案，反贪会调查的案件属于少数，过程也进行得缓慢，更重要的是缺乏良好防范措施和严谨的管理，导致问题一再地发生。国债逐年不停地在上升，去年更攀升至4千561亿2千万令吉的历史新高，占了国内生产总值的51.77%.。这样的情况若继续下去，国家可能会入不敷出而宣布破产，我们不希望成为下一个欧猪四国，政府是时候反省了！到了 2020年，马来西亚将成为先进的的破产国家或破产的先进国？

国家的财务管理需要得到朝野领袖的重视，纳吉领导的政府必须有更大的决心和政治勇气来进行改革，让人民的每一分钱都用在对的地方。政府必须须向表现欠佳的部门与官员采取行动，并给予优秀的部门适当的奖励。只有妥善的资源管理，提倡问责制度和将财务管理透明化，我国的财务状况才有望走向健康的水平。

The financial management of government agencies for 2011 recorded a better performance compared with 2010, which showed that the IA has motivated the civil servants to be initiative in taking measures to improve the financial management, said Auditor-General Tan Sri Ambrin Buang. The National Audit Department has evaluated all government departments and agencies, 111 (31.4%) of them are rated as “very good” (4 star). Has the financial management of the government really enhanced? Do cases of malpractice and corruption reduced?

Although the financial management of the government for 2011 has recorded a significant improvement, unthinkable abuses are still emerging. However, the financial management of government agencies are defective and some old problems keep happening. For instance, administration of government building, usage of tools, contracts and so on. Why are the same problems repeating? The government seems not to think highly of them and a lot of civil servants just make it easy. As time goes by, majority of the so-called cases with solid evidence are left unsolved and old troubles fall into the same rut. What we need is a transparent, organized and systematic way of supervision. A thorough reformation is needed! Officers who continue wasting the country resources are ought to be dealt according to law! A reasonable explanation must be made to the people!

Penang fiscal surplus in 2011 hit the highest ever which is RM 1.3831 billion, 312.4% higher than in 2010. The federal and other state government should learn from the Penang government in efforts of cutting down debts, financial management in a more transparent and effective way as well as to put a stop to corruption and wasting of resources. For example, the Penang state government has applied the open tender system which enables the government to gain services and goods with better quality, if compared to closed negotiation. The country leaders should make their personal assets so that the people could supervise their performance and avoid abuse of power.

From the 2011 Auditor-General’s Report, a great number of weaknesses and mismanagement are obvious, yet problems disclosed in the report are not provided with solutions, cases investigated by the SPR are just the minority, and in a very slow progress and more importantly, lack of strict supervision which cause same issues recurring. National debts are increasing year by year and even hit a record high of RM 4.561 hundred billion that is 51.77% of the GDP. If such condition persists, the country might have had to declare bankruptcy as a result of it having a large mouth but small girdle. Time for introspection! We would never want to be like the P.I.G.S! Upon 2020, would Malaysia be an advanced bankrupt country or a bankrupt advanced one?  

The financial management of the country should be paid high attention by all leaders, no matter ruling or opposition parties. The government led by Dato’ Seri Najib should have greater determination and political courage to initiate a reformation so that every single cent utilized is worthy. The government should also take action against departments and officers that perform poorly and appropriate merit be given to those with good performance. Only by promoting proper resource management, accountability system and transparent financial supervision, financial performance of our country will ever get back to a healthy index.

国大学生代表与JAKSA代表团[MPP UKM bersama JAKSA Kolej Kediaman]

2012年10月5日 - 9位国大学生代表与各个宿舍村的Jaksa代表进行了会面。目前的国大学生代表正为国大学生在宿舍村的福利课题收集资料。而此次历时2个小时的会面让双方一起探讨了有关课题，以及宿舍村所能够采取的初步行动。

由此可见，由YDP JAKSA出席的 jaksa 代表团在跟校方与宿舍村之间一起为校园课题、学生福利是扮演着非常重要的角色。其中被讨论的事项包括：安全课题、服务课题、设施课题，还有提升国大各个当局的服务的方案等等。我们常常说“转型”在发展的过程中是必须的，但是“解决”问题也是实行过程中不可缺少的部分。为了能够更全面的为国大学生服务，国大学生代表会以积极的态度以对，更需要与国大各方的领导层如：JAKSA、学院代表协会、Kelab Urusetia 和Kelab Anak Negeri 携手合作。TINDAKAN KAMI ADALAH SUARA ANDA.

5 Oktober 2012 - Keprihatinan 9 ahli MPP UKM dalam menjaga kebajikan mahasiswa diteruskan dengan mengadakan pertemuan bersama kepimpinan pelajar di peringkat Kolej Kediaman, Jawatankuasa Kebajikan Siswa/i. Pihak MPP UKM sedang menjalankan pengumpulan maklumat tentang permasalahan kebajikan siswa/i di kolej kediaman. Perbincangan yang diadakan selama 2 jam itu dimanfaatkan oleh semua pihak dengan pembawaan isu-isu serta membincangkan langkah-langkah awal yang boleh diadaptasikan daripada kolej-kolej lain.

Wakil JAKSA yang telah dihadiri oleh YDP-YDP JAKSA juga dilihatkan sebagai 1 usaha dan komitmen yang awal dalam pembinaan rangkaian agar sebarang permasalahan itu dapat diteliti dan diusahakan bersama-sama pihak pentadbiran UKM dan JAKSA yang sering mementingkan kesejahteraan dan kebajikan siswa/i sering terpelihara. Antara perkara yang dibincangkan adalah seperti soal keselamatan, perkhidmatan, kemudahan serta idea penambahbaikan perkhidmatan yang ada di UKM seperti Pusat Kesihatan dan jabatan-jabatan yang lain. Transformasi yang sering perkatakan adalah sesuatu yg perlu dalam perkembangan sesuatu perkara, namun solusi adalah penting dalam perlaksanaan sesuatu perkara. Pihak MPP UKM sangat komited dan dengan bantuan daripada pihak kepimpinan siswa/i di UKM seperti JAKSA, Persatuan Mahasiswa Fakulti, Kelab Urusetia dan Kelab Anak Negeri, Segalanya berkaitan kebajikan akan dapat dipelihara secara menyeluruh. 呈交理工学院manifesto课题 [Manifesto FST diserahkan]

4 Oktober 2012 - Ahmad Yasyri dan Low Mee Yein selaku ahli Majlis Perwakilan Pelajar UKM telah membuat pertemuan dan perbincangan bersama Dekan Fakulti Sains dan Teknologi UKM, Prof. Dr. Sahrim Ahmad mengenai permasalahan yang timbul sekitar fakulti ini. Disamping itu juga, pertemuan selama satu jam ini dimanfaatkan juga dengan perbincangan perlaksanaan manifesto di FST yang telah mendapat sokonga

n daripada pihak pentadbiran FST. Kertas kerja perlaksanaan manifesto itu juga telah diserahkan kepada pihak Dekan dengan harapan usaha itu dapat diteruskan dan diperincikan pada masa yang terdekat ini.

Menurut Dekan FST, Prof. Dr. Sahrim Ahmad, usaha dalam menjaga kebajikan mahasiswa/i selaku "stakeholders" adalah menjadi tumpuan beliau walaupun perlu memfokuskan terhadap usaha meningkatkan KPI FST dalam bidang-bidang tertentu. Oleh itu, pendekatan mahasiswa terutama pimimpin pelajar haruslah berkehadapan dalam berani memanjangkan sebarang permasalahan itu kepada pihak pentadbiran FST, UKM mahupun negara.

2012年10月4日 - 国大学生理事会会员Ahmad Yasyri 与卢美迎，于今日午时跟国大理工学院的院长，Prof. Dr. Sahrim Ahmad 进行了会面与会谈及有关学院所面对的课题。在这一个小时的会谈中，也谈及到有关理工学院的管理层对于实行理工学院的宣言是给与相当的支持的。有关宣言的文件已经交上给该学院院长，希望能够在近期内被实行。

据理工学院院长， Prof. Dr. Sahrim Ahmad 指出，除了要专注于提升理工学院各项的KPI 以外，照顾学生的福利也是他所关注的事项之一。因此应该以大学生的平台，特别是学生代表需要勇于向有关学院、校方、甚至远至国家提出所有相关的课题与事项。
